Since I moved to Whakatane all I've heard is that the Council aren't listening to their community and I think this is a good way to improve on that.  &lt;br&gt;&lt;br&gt;I think an SUIP system is appropriate for some services, such as the ones where the 'customer' has an alternative or has an option to reduce their need for those services - for example waste management services.  But the WDC UAGC isn't used for this.  How is WDC going to work out what is a SUIP and what isn't?  have you carried out a comparison of what difference this would make to lower socio-economic groups where they may often have two dwellings on one property that might qualify as a SUIP, and paying two UAGCs might make a very significant difference in their overall rates bill? &lt;br&gt;&lt;br&gt;Can I ask also whether these posts are considered a formal response in a consultation process?
